    According to the Public Libraries Act, library boards shall allow the public to reserve and borrow circulating materials free of charge.

    The public includes all residents within the municipality for which the library board is established.

    1. Every resident of Fort Frances is entitled to have an FFPLTC membership card at no charge.
    2. Identification, including proof of current address is required for registration.

    1. All Non-Residents, excluding those listed in 2-3, pay an annual fee per household family, set each year by the FFPL Board based on the per household cost to run the FFPLTC for its resident members. See Fees and Fines.

    2. Exclusions to Non-Resident Membership Fees include:

      1. Non-Residents owning property in Fort Frances may register for membership without charge by showing their property tax bill along with their current identification.
      2. Non-Residents served by contracts with:

        1. Seven Generations Education Institute
        2. The Northwest Catholic District School Board
        3. The Rainy River District School Board
        4. The Township of Alberton
      3. Non-Residents served by reciprocal borrowing agreements with:

        1. Atikokan Public Library

    Proof of Address

    Examples of acceptable proof of address include:

    1. Driver's License
    2. Electricity, Gas, Telephone or Water Bill
    3. Bank or Credit Card Statement
    4. Pension, Family Allowance or Income Support Statement
    5. Government ID

    Children up to the age of 16 will be issued a FFPLTC membership card on the condition that the parent or guardian indicates responsibility for material borrowed by the child by signing the child's registration form.
